Tank Fill Pipe Leak Testing
Period of Performance: 11-12 September 2013
A compliance inspection by the local Environmental Fuel Compliance & AST/UST Program Manager identified the need for testing 4-inch fill piping of each tank and spill buckets. Scope of Work: GFG conducted leak testing of 4-inch fill piping at four (4) 10K gallon Unleaded Tanks 87-1, 87-2, 89 and 91. Pressurized the system with nitrogen. With this method every component of each line was tested. Conducted hydrostatic testing of four (4) 5-gallon spill containment boxes. Provided Final Report with photographic documentation, Pressure Decay Test Results and Spill Bucket Test Reports.

Contracted as consultants by an Environmental, Engineering Design Firm out of Tampa, Florida to prepare and deliver project proposal for this difficult project. Performed as project management and negotiate award then provided the project described in the Scope of Work: (i.e. tank bottom replacement, cathodic protection, interstitial monitoring, secondary release prevention barrier, exterior/ interior coating systems, 400 cu. yds. of contaminated soil, 3-Dimensional Laser Scans, design-build, API 653 Inspection). Managed project schedule, modifications/ change orders, designs, subcontractor communications, construction manager, quality control manager; prepare monthly status reports, and estimate/ budget revisions.

Replace Spill Buckets Inside Tanks and Also Parts in Sumps
Period of Performance: June 17 – 29, 2015
Sole-source negotiated award for an emergency project to provide oversight for the following Scope of Work: replacement of one (1) 5-gallon spill containment bucket atop a 10,000 gallon Unleaded Tank by demolishing and excavating existing concrete soil material to a depth of 8 inches. One (1) new spill containment bucket including cap with adapter kit was also furnished and installed. Provided appropriate clean sub-base material with 8-inches of concrete sloped to newly installed spill bucket. For three (3) 10K gallon Unleaded Tank Sumps, GFG furnished and installed three (3) new flex connectors, three (3) stainless steel ball valves, misc. piping/ fittings, three (3) new fiberglass gaskets, then cleaned and removed corrosion atop tank lid inside sumps. The project was completed with a system test, training for site personnel, annual system test results, and warranty.

Replace Spill Buckets Inside Tanks and Also Parts in Sumps
Period of Performance: July 6 – 29, 2015
Sole-source negotiated award for an emergency project to provide oversight for three (3) four 10K gallon Unleaded Tanks & one (1) 10K gallon Diesel Tank with 15-gallon spill containment buckets by saw cutting 4’ x 4’ existing concrete atop tanks. Demolished and excavated existing concrete and soli material to a depth of 24 inches. Following spill bucket installations installed #6 rebar on 10-inch center, clean sub-base material and 24-inches of 4000 psi concrete sloped to spill bucket lid. To replace Tanks 1, 2, 3, & 4 fiberglass turbine sumps, we saw cut 10’ x 6’ existing concrete atop tanks. Demolished, excavated and removed existing concrete and soil material to a depth of 48-inches. The existing four (4) fiberglass sumps were removed and demolished. Four (4) – 4’ fiberglass sumps were installed with four (4) new 1 – ½ H.P. submersible sumps with flex connectors, stainless steel ball valves, misc. pipe fittings, and three (3) mechanical PLLDs. Atop each tank lid cleaned and removed corrosion inside sumps. Drilled and installed #6 rebar on 10-inch center with clean sub-base material, compaction, 12-inches of 4000 psi concrete sloped to newly installed sump lids. The project was completed with a system test, training for site personnel, annual system test results, and warranty.

Contracted to provide dedicated DoD POL Quality Control Manager (DoD POL) and Site Superintendent, and Site Safety and Health Officer (SSHO) for oversite of construction to “Repair Leak Detection System” and meet current California UST codes, standards, and facility requirements, for the Military Service Station (MSS) MOGAS and Diesel Tanks at Facilities 11709 & 11711, located at Beale AFB, CA. The non‐functional leak detection systems were in violation of California regulation and the Scope of Work: required repair/replacement to avoid environmental hazards & Notice of Violation (NOV) and lead to the tanks being removed from service. Replace the existing leak detection system with a leak sensing system (Veeder‐Root). Reconfigure receipt and issue piping network as needed to accommodate new leak detection system and ensure operational continuity. Construction of a new compliant fuel storage system and demolition of the existing system.

Improvements to Secondary Containment
Period of Performance: November 2015 – July 2017
Contracted by an Environmental, Engineering Design Firm from the D.C., Maryland, and Virginia (DMV) area to provide dedicated DoD POL Quality Control Manager(DoD POL) and Construction Manager/ Site Superintendent, and Site Safety and Health Officer (SSHO) for oversite of increasing the capacity of the 10,500 square yards refueler parking parking area. The parking area can accommodate twenty (20) parking spaces for R‐11s and Hydrant Hose Trucks and remote containment pond. The project Scope of Work: consisted of modifying the containment runoff collection system, repairing the parking containment area, and installing an emergency eyewash. Also the repair and seal of refueler parking containment; removing and replacing post indicator valve; repair to emergency entry gate and to provide additional grounding and replace undersized vehicle gate operator at the facility.

Contacted by a Minority Woman Business Enterprise (MWBE) to provide dedicated Project Management, Health & Safety Officer, and Quality Control Manager during the final phases of construction to provide commissioning and start-up of remaining project SOW requirements. The project consisted of the following Scope of Work: Installed and field tested new automatic valves. Fabricated and pipe-fitted new steel and CPVC piping and pipe supports. Installed, aligned and tested new centrifugal pump. Installed 15 new manual double block and bleed valves. Installed fuel line high point vents, low point drains, pressure/vacuum gauges, fuel flow meter, fuel line strainers, fire-safe shut off valve, pantographic refuel arm, flow switch and cascading pressure relief systems. Installed new conduit, wiring, main breaker, and motor control panel for the operation of new F.O.R. truck rack. Integrated and tested new fuel system components with existing Scully overflow prevention and grounding system. Performed flushing operations as well as pneumatic and hydraulic pipe pressure testing on all new steel and CPVC piping. Performed return-to-service operational flow tests on all pump flow/piping scenarios. Coated, placarded and tagged all new piping and components per current MIL-STDs and project requirements. Field generated all remaining preparatory and initial phase inspection documents, component inspection checklists, operational checklists, Project Testing Plan, Project Training Plan, and Project Commissioning Plan. Managed and developed final closeout inspections of entire project. Drafted and developed approved project training for quality control manager to conduct training for site personnel of all new components and controls. Demolished/recycled antiquated F.O.R. truck fill rack piping, valves and pump.

Contracted by a Canadian based mechanical contractor to perform as a health and safety consultant for three (3) 38,500 BBL aboveground JP-5 storage tanks at MCAS Miramar, San Diego California. Contracted to provide Accident Hazardous Analysis (AHA) in accordance with EM 385 1-1, Work Plan in accordance with AW 78-24-27, and Subcontractor Procurement Logs for the project Statement of Work (SOW). The Scope of Work: consists of eliminating striker plates for internal floating roof support legs & provide PFTE feet, providing U-bolts on internal pipe supports, providing thermal relief valve & piping between the DBB valve & HLV, provide grounding of the side stream filtration system, provide a new landing at the bottom of the spiral stair, provide grating tiedowns at the dike access platforms, relocate the tank erector's nameplate to above the tank manway, replace the insect screens installed on overflow & roof circulation & center vents, providing a deflector plate at the roof manhole, providing a personnel grounding plate at the bottom of the spiral stair, repairs to the upper manway neck to reinforcing pad, removing tank floor attachment welds from stilling wells, replacing tank manway flanges, covers & davits, replace internal floating floating roof seals at IFR penetrations, un-plugging of the tell-tale holes at the shell nozzles, removal of water in the tank monitoring wells, NDE on non-compliant welds, for all three tank facilities 7932, 7933, & 7934. Provided the following Accident Hazardous Analysis (AHA) for the project Working Aloft/ Fall Protection, Perform Non-Destructive Testing Examination, Hot work – slag, fire, UV radiation, Electrical hazards, Hand tools, All Site Activities, along with the project Subcontractor Procurement Documents and Construction Work Plan.
